If you could get to the command line, you might have checked the logs to see what it was doing. I would an apt update/upgrade/apt-get -f install, to make sure nothing got interrupted.

Generally speaking no, it is better to update all than to do a partial update, otherwise you risk dependency issues.

Not a professional, but ive noticed it happens sometimes with certain distros. KDE neon did that on my machine. I think it has to do with the boot priority. Usually a restart fixed it, so I wasn't too pressed about it
