It's a bit of a sensational title for the content.

To offset the loss of infrastructure, Russian telecom providers have opened negotiations with private Finnish telecommunication firms to establish alternative routing options and prevent disruptions to cross-border data flows.

So, this isn't really a refusal to allow web traffic. It's the Finnish grid operator ending a contract that no longer makes financial sense.

    More spesficially: They didn't renew the contract. Old agreement had expiration date and they just didn't negotiate a new one. So Fingrid didn't technically cut anything, they just shut down the connection when contract expired, as any other telco around the planet would've done.
