Looks like road rage & attempted assault, license suspension at a minimum. Should be license revocation, considering he's an in uniformed federal officer.

Kinda appears he sprayed into the air intake? In which case, he's trying to get them to drive, drawing pepperspray into the cabin and likely causing a crash.
