My dad got locked out of his phone because he forgot his passcode. We eventually had to factory reset the phone to get back into it and lost everything. iCloud didn’t backup anything, not a single photo, and we never connected the phone to a computer to back it up on iTunes. In short, we have no backup of his phone and data. He’s convinced there’s a way to get into the deep memory of the phone and restore the photos. Does anyone know how we can do that?

Impossible. Resetting the phone removes the device encryption key rendering the contents irrevocable gone.

Should have backed up. Apple makes it so easy there’s no excuse. Sorry.

If you have saved your photos to a linked apple id, you can get it there
