Curious if anyone could recommend any books where the bad guys fail more by just repeatedly shooting themselves in the foot, then anything the protagonist does to try to stop them.

Stephen King's The Stand, although I can definitely understand finding the process more frustrating than hilarious.

Top Hat Express

Quite a few villains in that and they do some wacky things. Its a fun romp. I like the first book more than the subsequent ones but I enjoyed reading it.
