There is no war large enough to stop US elections without also ending the US. The states run the elections, you would have to stop New York, Colorado, and California from being able to run elections. Not one of them, all of them. And not just 'it's a bad time for this distraction', they would have to have non-functional state governments. The civil war couldn't manage that level of dysfunction or destruction.
