You’re not blocked. The recipient of the call either declined or didn’t pick up the phone.
It would do the same thing in the US or (just assuming here), other countries, if you didn’t have a custom voicemail greeting set up.
In the US it will just say [the number you called] is unavailable. So Vodafone probably does something different.
