I am yet to experience a single time animecharactersdatabase.com actually successfully identifies an anime character for me. Reverse image search also hasn't proven fruitful nor looking up variations of "young pioneer anime girl red hair ponytail" or "communist maid anime girl red hair ponytail" on various search engines: a lot of AI slop and a few similar characters but no exact matches. I wouldn't be surprised if this picture isn't supposed to depict any anime character in particular, and is really just a generic anime teenager meant to represent the average Young Pioneer — that's what the logo in the bottom right corner represents, and she's also wearing a Young Pioneer uniform in the bigger drawing.
Edit: Oh by the way aside from "156 years since the birth of Lenin" the other text here is Lenin's speech "What is Soviet Power?" (translation, original text)
