Sounds like you have a damaged battery.
I’d look at your storage and battery. Try offloading old photos to iCloud, there’s a setting to do so. Delete unused apps.
Try a battery replacement. I did on my 13 that was 2 years old and having a simulator issue and it fixed it.
In mean trying to scroll through an app drawer on iOS might be the issue. Doesn’t exist on iOS

even if the battery health shows 89%, is there a chance the battery has tata bbyed already? :(
iPhone 12 user here, My iPhone is almost full with 236/256GB used, I also have 87% Battery health and run iOS 17.1.1 and my phone runs smooth as fuck.
I'd probably try connecting it to a charger and see if that fixes the issue. or try disabling background app refresh completely too just to see if that fixes it.
Have you restarted the device? (normally shut off and back on again)
Have you tried a hard restart?
