I don't know if the developers designed it on purpose, but I think it's a bad experience.

This is intended and the recommended design pattern. See https://developer.android.com/design/ui/mobile/guides/patterns/predictive-back#back-preview

They are not supposed to overlap completely though, the previous screen should crossfade with the current with the strength determined by how far you drag.
