They have a few good point in all of that, but some are really out of this world:

Demonstrate that one junior plus AI can match a small team’s output.

Yeah, that's going to fare well for both an employee and an employer. Not hiring juniors is the real problem and it's not juniors who should get pushed even more to solve it
