Hmm, moving your top statesperson into an envoy position for a country at war probably indicates something I'm not smart enough to figure out
She probably asked for it given her background and experience, and this a promotion of sorts from transport minister.
She's an expert on the geopolitics of the area, and considered to be one of the sharpest political minds in Canada, if I recall correctly
