I've heard Slip Slap Slop Slide, slip on sun protective clothes, slap on a hat, slop on sunscreen and slide on shades. And like the 3 R's it's from most important to least important.

I'm going to add; Sit- in the shade and Slurp- lots of water.

But wouldn’t someone notice if they went into the sun wearing “50 spf” when their skin started burning? I mean if the SPF was truly only 4?

Your skin only starts burning in a couple of hours, usually in the evening

If it doesn have zinc and titanium dioxide in it, and you aren't getting a white shadow on your skin, it's not blocking UV rays. All of these brands that try to make the application invisible are just gimmicks unfortunately. And read about how chemical sunscreens work, won't use those unless im out of mineral.
