Is there somewhere that regularly uploads the ebook bundles from Humble Bundle?

I think I’ve very rarely not found what I was looking for (for non-academic stuff). As your other reply recommends, I’ve heard good things about Anna’s archive too!

Not to my knowledge but pretty much all the books they sell are already available somewhere
