I don't know him is he based ?
He certainly is. He is one of the main voices of the PCBR (Revolutionary Brazilian Communist Party) on the internet. He runs a YouTube channel with very good analysis of the Brazilian political landscape, has published some books, and is a big critic of Lula's Workers Party (PT) neoliberal agenda.
