anything coming from the new york times should automatically become suspect since they've demonstrated both a brazened willingness to spread manufactured consent numerous times and further liberal talking points; and this person is right to question it even though it seems reasonable.

Indeed, and the point that it's much more useful to look at the policy papers coming out of Washington and how the actions of the administration align with them is far more useful than paying attention to the rhetoric. The actions directly align with the policy that's been outlined.
