I kind of want more context.. Two handicapped people kissing is looked down upon or something?
The animals are supposed to be adult, but still very childlike. And many, or most children find kissing gross. Also very few if any animals kiss.
Oh, then why is the guy handicapped and why does the girl have no legs?

I do not recall if it is ever stated how Cutter John ended up in the wheel chair, but Bobbi most definitely has legs. She is sitting on his lap.

Cutter, a Vietnam War veteran using a wheelchair due to paraplegia from a war injury, was one of the county's most well-liked citizens.
Cutter claims he was injured outside Quảng Trị in 1969, in a booby-trapped tunnel. He says that three of his buddies risked their lives to save him. Because he was inside a tunnel, he probably was a tunnel rat during the war.

Hello fellow Bloom County fans!
About this community and how I post the comic strip… The comics are posted in chronological order on the day (usually) they were released. Posting them to match the release date adds a bit of fun and nostalgia to match the experience of reading them in the newspaper for first time. Many moons ago, I would ask my Dad to save the newspaper for me everyday so I could read my favorite comic strips. It really sucked when I missed a day. Only years later, when I got the books was I able to catch up on the missed strips.
Bloom County is an American comic strip by Berkeley Breathed which originally ran from December 8, 1980, until August 6, 1989. It examined events in politics and culture through the viewpoint of a fanciful small town in Middle America, where children often have adult personalities and vocabularies and where animals can talk.
