Andi Grote was the Minister of the Interior of Hamburg. He was once called a dick on Twitter, so he unleash a special task force on the poor family man who had called him a dick online. This became known in Germany as 'Pimmel-Gate', and since then we've been reminding Andi that he's a dick.
The woman in the picture just wanted to have a penis statue in her garden.
Part of the Pimmelgate was that a political center in Hamburg painted their wall facing a street with the same tweet and the police painted their property over and this whole procedure repeated at least two times.
They erected a headstone.
