It's more than finished. It's been expanded after release several times. Not every game should be a forever game.

Good on him. Stardew Valley is great, but it's solid as-is and he'll never release Haunted Chocolatier if he doesn't focus on it.

I feel like stardew valley is complete enough. I’ve played it for more than 200 hours and there’s still a tonne I can do.
