Something, something, something, you get what you pay for.
This hobby is expensive, everything about it. Consider the quality of materials, the R&D that went into the gear keeping your skin from being peeled from your body.
If your comfortable with that risk, then by all means.

There is not much to tell from a picture. With manufacturer name & model/type, you could look up material and standards/specifications for protectors.
Anything that fits and has some abrasion protection material will help to keep your skin on your body during a slide. Protectors will distribute impact force to a larger area to somewhat soften impacts which can help prevent bone fractures.
So if it has some protection features and you did not have anything before, it's good to have.
I use HWK gear and find it to be pretty good. Something is better than nothing, and while you get what you pay for, you also get diminishing returns as you move up the cost scale. Plenty of people ride squid (no gear) all the time. Some of them crash, get road rash, heal, and continue to ride squid. It's all about your personal tolerance for risk, your personal financial situation, etc. Just know that every day clothes like denim jeans offer pretty much no protection at all.
Depends on the material. You can get a decent jacket in the 150-200 range and another 50 for a decent back protector.
If you go higher in price you generally get better comfort, features, and durability.
