Just lacking context in general. I do not understand why the comment about boxes causes the throwing of panties.

They need Sid (the Sylveon) to pass as a girl in order to get past the janitor as Stacy (the Umbreon) told the janitor that Sid is a girl after forgetting that Sid was still changing and not stopping the janitor from seeing him, with the boxers seemingly being a dead giveaway. Stacy threw the panties as she is currently panicking and handles stress poorly.
