English grammar is confusing me once again
It's not the most clearly worded headline. "Aid to California" is going to be held hostage. Mike Johnson is not going to "hold aid" to a "California hostage."
This is how I read it as well. It's not like Mike Johnson wouldn't do that is the thing. He's proving to be an absolute pathetic little turd.
