More cops doesn't solve the fundamental problem of people dying from lack of healthcare access. They'll be more Luigis.

The genius of the threat industrial complex is its warnings are shared privately with corporations and even the news media on the condition that those warnings not be shared with the general public. As a result, when they get things wrong, they’re almost never called on it. Good work if you can find it.

The quote suggests that the system which implements responses to threats can respond how they like, spend whatever money it takes and never have to justify it to the public
In short yeah additional cops won't help, but they're not supposed to help, they're supposed to show they are doing something and to spread the money around their friends
