That's a lot of work just to kill or steal some trees.

This is just sad and a dick move
Terribly unfunny, and a total waste of time, money, and effort for nothing. Plus it would've required a whole squad to uproot 60 trees in one night.
The only way I'm excusing this is if the city planted those semen trees
