I have no idea what it is. Resistance heater? Induction heater? I stand there trying to figure out what it is with the description and instruction, it's as cryptic and I'm not gonna plug into my wall outlet to find out.

It's an immersion heater. Basically a heating coil in a metal tube that you plug into the wall to heat whatever you dunk it into.

You don't really see these much because they're everything-hazards.
