Self host FreshRSS, use the GReader or Fever API link that's built into FreshRSS to sync to other apps on your local network. If you want to access the sync remotely, use Tailscale or setup Wireguard. I personally just run Wireguard in OpenWrt
There is no need to expose FreshRSS to the internet
You can sync their data folders with Syncthing. This is a program that let's you sync folders on two computers in the background.
But you don't want to run Akregaotr on both of them at the same time to avoid conflicts, because it is not adopted to be synced. If want program that is made for sync you propably need to selfhost FreshRSS or similar.
If you know the folder where the configuration of FreshRSS is stored on the various devices and the structures are the same over all devices: it should be possible.
