Download the latest stable version (V7.1) here (or less directly, here).

If you lack a copy of Doom II, you can get an open source version of that hence. I tested it thoroughly on that and it works great. Choose GZDoom as your source port, drag ZMC-BWV7.0 onto gzdoom.exe and you should be good to go!
