Nyc is not New York State. But upstate is pretty reactionary to begin with with the exception of a few blue cities. Rochester is very similar in that it has some of the highest crime rates in the country and nothing is really done to help them out economically or medically. The police get a bigger budget every year and the school system gets bloated with money that mostly goes to the administration.
