It's the area code for the area.

It probably means 0.99 - that is, the "We are the 99%" slogan that came out of Occupy Wall Street. It refers to the increased concentration of wealth since the 1970s among the top 1% by wealth in the United States.

I'm used to the punk scene where this kind of symbol is meant to be read top-bottom-left-right or left-right-top-bottom instead of clockwise, although the AFA at the bottom throws me off.

I thought there was an intentional dot next to the first 9 to indicate a decimal, but it's left over from the original graffiti. "909 AFA" does make sense. But 909 is not the only telephone area code for Coulton, 840 is also used. I think it's possible they chose 909 over 840 and represented it this way so that a visual double-entendre exists.
