In yours, people is entitled to bother anyone at any time, and I'm pretty sure that nobody takes "no" for an answer, so I'm pretty sure your interlocutor wouldn't want to live there, either. Neither do I.

Turning a legion of hopefuls takes time and a mental toll. Not wanting to deal with that effort is perfectly legitimate. I know you don't think so, but it is.
