Are you on latest, 17.1.1? If not, upgrade. If still having the problem, try turning your phone off and back on.
I am on the latest update and have powered off my iPhone numerous times.
Ah. Sorry I don’t have any other suggestions for you except maybe backing up your data & doing a hard reset. Could try contacting Apple Support
