As in lots of water slides as a way around, pools for the splashings (or whatever you call a watery landing), and in general whatever else a water park may have going on.

btw...

i've never been to a water park, but I know the horror stories surrounding them...Let's just imagine somehow those are addressed here.

Venice is pretty popular, and uses canals instead of roads.

For sure, but don't you think it might become more popular if the canals were on steeper inclines and in loop-de-loops? 😂
