You guys are overthinking this. It's just slightly poorly coded software that is miscaluclating an average.
1gbps = 1000mbps if you think otherwise you've misunderstood the prefixes and don't understand computer history.
Packet overhead should already be accouted for since it's supposed to measure throughout. Not stored data.
Netflix streaming shouldn't factor into this at all unless you mean Netflix stopped caring about accuracy after confirming your bandwidth is sufficient for their highest stream
