Not for the states goals, no. But someday it’ll be very useful to have that searchable, facial-recognition database of passport holders, won’t it? Perhaps knowing what political opponents are up to? Locating people with dirt on you quickly?

But the databases already exists. Every country keeps track of its passports, they don't just hand them out and forget about it.
