Will they be able to assign that data to my name.
possibly if they can ever link you using another metric such as logging into an account that has your name, they can then link it to your advertisement ID. I know Meta is able to do that since that's how our corporate intranet works on it so I expect it's in googles capability
Yes. They will be able to sign that data to your name (and home address or usual residence).
It is possible to disrupt your digital fingerprint to keep Google from assigning that data to your name...
But realistically, Google succeeds in assigning each person's digital fingerprint to them, for the vast majority of people, who use stock Android, the Chrome Browser, have cookies enabled and don't use a VPN 100% of the time.
