No I honestly can't see a single reason why it would be sexually suggestive. The clothing is modest by modern standards, you can't see any real definition of the shape of her body under her shirt and nothing about the face, the pose or the background says anything sexual to me at all. Honestly if you see this image as sexual I'm afraid that you think every picture of a young attractive woman is sexual.
