Nah. We voted to have civil rights restored after sentence was served, but the government did an end run around the people (as usual) and said, "you mean sentence served and fines paid, right?" Then immediately started imposing fines of hundreds of thousands of dollars, really unimaginable amounts, so that it was impossible to ever finish paying them.

Maybe in local elections, but I always thought the whole point of the "FElon"title is to say you've committed a FEderal level crime, and therefore have certain rights stripped, such as voting and owning a firearm (notably, two tools that basically only affect people who don't have huge normal power like political or financial).
