Could be rigged to a drone, but anything on the consumer market will be more limited in range/altitude/speed/acceleration/maneuverability than whatever is being used by the military/police state. Some RC planes can be made for pretty cheap, they can go faster but the battery will only last a few minutes. For the robodog and centaur killbots, slide a little RC vehicle underneath with some thermite rigged to pow upwards at the right moment. Just don't use that anywhere near civilians.
