Just doing some quick napkin math, the $5k payouts would cost around $1.25 trillion, pretty much guarantee at least 4 more years of no Medicare for All, and lead to absolutely no systemic change. M4A is estimated to cost anywhere from $2.5-$3 trillion per year. So yeah, he's almost certainly lying but also even if not it's a huge bargain for the oligarch class.
