I'm curious to know if there's any possible rational way to create stable rules, expect just allowing nudity, about this subject without having anyone rightfully complaining that they should be allowed to dress their own body however they want to.

Sure but I think if you allow nudity you should require people to carry a towel to sit on benches with, people are not consistently hygienic enough for me to be ok with unwashed buttholes rubbing all over chairs and whatnot.
