Just go take a walk in a couple of residential areas. You'll see them fairly quickly.

Ring video doorbells do exist in Europe, but they're not very common. Apparently they are very common in the US, and they record video of things it sees. I think the legitimate use-case is to record if your packages (that are left by the door) are tampered with or stolen.
