They're trying to bring it to all "western" countries. The US ideology is being pushed hard everywhere in order for US firms to come in and start monetising everything (among which, health, of course).
In Canada ambulatory services have been privatized for a long time. They are not nearly as expensive as American ambulances, but they will send you a bill.
