I think this might be the same person who did this last time, it's very close to where I saw the last one. Which the city dealt with in a matter of days from when I saw it, so maybe this particular canvas of street art will also get cleaned/painted over.

(I'm not against street art - I'm rather fond of some of the prettier examples of it as an art form, and tagging is an interesting form of self expression - I just said that in that I'm curious how long it will take the city to do something about this tag, since the previous one I found on City property also caused it and nearby graffiti to be quickly cleaned when previously ignored, and graffiti on a trash receptacle is the ultimate "not worth cleaning".)

They're ugly as sin. So ugly that we don't even have them in the UK. The only places you'll ever see them are at the back of commercial and industrial lots. All residential rubbish is handled through wheelie bins, and since wheelie bins are the personal property of each individual household they're not tagged. They're also not on the street at any time other than the day they're collected, as opposed to dumpster monstrosities that sit there 24/7.

That's not to say we don't have our own monstrosities that attract tagging. Ugly as fuck electrical boxes that exist ubiquitously everywhere are pretty commonly tagged.

The dumpster here has wheels though, I'd assume it's just for a MFH or maybe a business.

My city has lots of painted electrival boxes like that, they do attract less tagging than plain ones and dumpsters.

Form can probably be better too tbh. Exterior of the box could be more like a stone wall or something. Would fit better in Britain anyway. The sheet metal look isn't great.
