Clinically you can't diagnose a child as a psychopath because their brains haven't finished development.

I think it's kinda like that. This person should become a ward of the state until they can prove they hold the mental capacity to make sound, intelligent and mature decisions that consider other's feelings and autonomy

or maybe he's a psychopath
