The minimum that steam shows is that even if a publisher removes the item it only means you have to stop selling it, but once you've bought it then you have a guaranteed download button.

A screenshot from the other day of me testing to see if Steam movies still worked. It is a time capsule. The max resolution is 1024p, and it has the amount of stream artifacting you'd expect from a decade ago. Here's the store page, which received barely any activity.
