because communism is the latest stage of development of a marxist leninist society. achieving communism would imply a radical transformation globally, since class society can't be dismantled in a vacuum in a globalized market. currently no society has achieved communism, only various degrees of socialism under the marxist leninist ideology. when we say they are communist is mainly a manner of speaking because parties are generally called communists because that's what we want to achieve.
