A few points.
ICE have been shown to lie about things like this.
ICE have regularly not dressed as police.
It's perfectly reasonable, when threatened by masked gunmen to try and exit the situation quickly. If they then step in front of the vehicle, then they put themselves in a dangerous situation, not the driver.
Most of us could easily see ICE approaching the car aggressively, completely unmarked. When the driver tried to get away, they then step in front and shoot, since they are "weaponising their vehicle" continuing to drive.
There's a reason the police wear uniforms to clearly identify themselves.
