People like this should be hunted for sport, just sayin
Nothing at all is stopping you. Be the Luigi you want to see in the world.
No guns or piercing weapons. Axe handles and hockey sticks. No blows to the head - dont want to deaden the pain.
That'd be hard to do. Not because of the hunting part, but the "for sport" part. Because it would always have an underlying "for safety" purpose.
