wow I wonder what events in history may have made the Latin American left and the Latin American right have different perspectives on “foreign policy”

If a Latin American politician actually turned the OAS into a forum for left-right cooperation against foreign interference then they would be branded a far-left extremist and we would learn just how quickly the CIA can spin up the old coup machine.
