Isreal spy firms did some public hacking/leaking/extorting at least in Italy and Slovenia, as well as targeting some European Commission officials in order to influence stuff (that I remember the headlines from). I'm sure these are broader & regular activities.

the epstein files shows a SIGNIFICANTLY broader effort that was so regular that they literally bought an island to evade legal jurisdictions and created their first baby farm in new mexico to streamline it all.
